Trump has expressed skepticism about the Western military alliance for years. Trump said in a statement Wednesday that Whitaker is “a strong warrior and loyal Patriot” who “will ensure the United States’ interests are advanced and defended” and “strengthen relationships with our NATO Allies, and stand firm in the face of threats to Peace and Stability.” The choice of Whitaker as the nation’s representative to the North Atlantic Treaty Organization is an unusual one, given his background is as a lawyer and not in foreign policy. Stephen Miller, an immigration hardliner , was a vocal spokesperson during the presidential campaign for Trump's priority of mass deportations. The 39-year-old was a senior adviser during Trump's first administration. Miller has been a central figure in some of Trump's policy decisions, notably his move to separate thousands of immigrant families. Trump argued throughout the campaign that the nation's economic, national security and social priorities could be met by deporting people who are in the United States illegally. Since Trump left office in 2021, Miller has served as the president of America First Legal, an organization made up of former Trump advisers aimed at challenging the Biden administration, media companies, universities and others over issues such as free speech and national security. After Trump’s initial term ended, Vought founded the Center for Renewing America, a think tank that describes its mission as “renew a consensus of America as a nation under God.” Vought was closely involved with Project 2025, a conservative blueprint for Trump’s second term that he tried to distance himself from during the campaign. Vought has also previously worked as the executive and budget director for the Republican Study Committee, a caucus for conservative House Republicans. He also worked at Heritage Action, the political group tied to The Heritage Foundation, a conservative think tank. Bhattacharya is a physician and professor at Stanford University School of Medicine, and is a critic of pandemic lockdowns and vaccine mandates. He promoted the idea of herd immunity during the pandemic, arguing that people at low risk should live normally while building up immunity to COVID-19 through infection. The National Institutes of Health funds medical research through competitive grants to researchers at institutions throughout the nation. A judge in an Ottawa courtroom Friday said the Crown proved beyond a reasonable doubt that King was guilty on one count each of mischief, counselling others to commit mischief and counselling others to obstruct police. He was also found guilty of two counts of disobeying a court order. The Alberta resident was found not guilty on three counts of intimidation and one count of obstructing police himself. King could be facing up to 10 years in prison. The sentencing hearing is scheduled to begin on Jan. 16. The Crown is seeking "significant" incarceration time in a penitentiary while the defence wants King to be sentenced to time served and a period of probation. King's attorney Natasha Calvinho said right now she is focused on the sentencing hearing and will determine if any other action, such as an appeal, will be pursued at a later date. Calvinho said she and her client are disappointed with the ruling, but she said it was well reasoned. "I think what the more important takeaway here, and what we've been saying from the very beginning, Mr. King was acquitted of all charges related to inciting any form of violence, specifically intimidation of Ottawa residents," Calvinho said outside the courthouse. "So yes, he was convicted, a couple counts of mischief for his social media posts, as the judge found, and will continue to fight another day." In January 2022 the convoy attracted thousands of demonstrators to Parliament Hill in protest against public-health restrictions, COVID-19 vaccine mandates and the federal government. The event gridlocked downtown streets around Parliament Hill, with area residents complaining about the fumes from diesel engines running non-stop, and unrelenting noise from constant honking of horns and music parties. The federal Liberal government ultimately invoked the Emergencies Act to try and bring an end to the protests, which had expanded to also block several border crossings into the United States. Ottawa Police brought in hundreds of officers from police forces across Canada to force the protest to an end. King's defence argued that King was peacefully protesting during the three-week demonstration and was not a leader of it. But the Crown alleged he was a protest leader who was instrumental to the disruption the protest caused the city and people who lived and worked nearby. The Crown alleged King co-ordinated the honking, ordering protesters to lay on the horn every 30 minutes for 10 minutes at a time and told people to "hold the line" when he was aware police and the city had asked the protesters to leave. The Crown's case relied mainly on King's own videos, which he posted to social media throughout the protest to document the demonstration and communicate with protesters. The court proceedings paused for about 10 minutes when King requested a short "health break" after the first verdicts on the mischief charges were read. Superior Court Justice Charles Hackland described the honking as "malicious conduct" intended to disrupt residents, workers, businesses and others from lawfully enjoying downtown Ottawa. Hackland also said that the videos show King was seen as and accepted the leadership role. He pointed to a quote from King, finding it "hilarious" that residents could not sleep for 10 days as "gleefully" aiding and abetting mischief. This evidence also played a role in determining King's guilt in disobeying a court order and counselling others to do the same. These charges relate to the original Feb. 7, 2022 injunction against using air and train horns in downtown Ottawa which was launched by residents. The city successfully filed a similar injunction days later. As for counselling others to obstruct police, Hackland found King's call to "hold the line" was telling people not to move from the protest site despite police orders. The judge said that phrase can be seen as a greeting between supporters of the convoy protest, but said there was no other logical interpretation in the context of King's videos. In the days before a multi-day police removal operation began, King called on people to link arms and sit down with their backs to police if officers tried to move them. On the intimidation charges, Hackland said that a consistent theme of King's videos were calls to remain peaceful and non-violent. He said that the target was always the federal government and COVID-19 policies, and specific individuals were not targeted by or through King's actions. As for an intimidation charge related to blocking highways, Hackland said that finding guilt in this instance would be an "overly broad" interpretation of the Criminal Code as the blockade was done as part of a political protest, which is protected by the Charter of Rights and Freedoms. His trial was heard over several weeks between May and July. King still has charges of perjury and obstruction of justice that need to be dealt with which is a separate matter stemming from an April 2022 bail review hearing. But any efforts to halt the policy would face steep legal hurdles. Birthright citizenship means anyone born in the United States automatically becomes an American citizen. It's been in place for decades and applies to children born to someone in the country illegally or in the U.S. on a tourist or student visa who plans to return to their home country. It's not the practice of every country, and Trump and his supporters have argued that the system is being abused and that there should be tougher standards for becoming an American citizen. But others say this is a right enshrined in the 14th Amendment to the Constitution, it would be extremely difficult to overturn and even if it's possible, it's a bad idea. Here's a look at birthright citizenship, what Trump has said about it and the prospects for ending it: During an interview Sunday on NBC’s “Meet the Press” Trump said he “absolutely” planned to halt birthright citizenship once in office. “We’re going to end that because it’s ridiculous,” he said. Trump and other opponents of birthright citizenship have argued that it creates an incentive for people to come to the U.S. illegally or take part in “birth tourism,” in which pregnant women enter the U.S. specifically to give birth so their children can have citizenship before returning to their home countries. “Simply crossing the border and having a child should not entitle anyone to citizenship,” said Eric Ruark, director of research for NumbersUSA, which argues for reducing immigration. The organization supports changes that would require at least one parent to be a permanent legal resident or a U.S. citizen for their children to automatically get citizenship. Others have argued that ending birthright citizenship would profoundly damage the country. “One of our big benefits is that people born here are citizens, are not an illegal underclass. There’s better assimilation and integration of immigrants and their children because of birthright citizenship,” said Alex Nowrasteh, vice president for economic and social policy studies at the pro-immigration Cato Institute. In 2019, the Migration Policy Institute estimated that 5.5 million children under age 18 lived with at least one parent in the country illegally in 2019, representing 7% of the U.S. child population. The vast majority of those children were U.S. citizens. The nonpartisan think tank said during Trump’s campaign for president in 2015 that the number of people in the country illegally would “balloon” if birthright citizenship were repealed, creating “a self-perpetuating class that would be excluded from social membership for generations.” In the aftermath of the Civil War, Congress ratified the 14th Amendment in July 1868. That amendment assured citizenship for all, including Black people. “All persons born or naturalized in the United States and subject to the jurisdiction thereof, are citizens of the United States and of the State wherein they reside,” the 14th Amendment says. “No State shall make or enforce any law which shall abridge the privileges or immunities of citizens of the United States.” But the 14th Amendment didn't always translate to everyone being afforded birthright citizenship. For example, it wasn't until 1924 that Congress finally granted citizenship to all Native Americans born in the U.S. A key case in the history of birthright citizenship came in 1898, when the U.S. Supreme Court ruled that Wong Kim Ark, born in San Francisco to Chinese immigrants, was a U.S. citizen because he was born in the states. The federal government had tried to deny him reentry into the county after a trip abroad on grounds he wasn’t a citizen under the Chinese Exclusion Act. But some have argued that the 1898 case clearly applied to children born of parents who are both legal immigrants to America but that it's less clear whether it applies to children born to parents without legal status or, for example, who come for a short-term like a tourist visa. “That is the leading case on this. In fact, it’s the only case on this,” said Andrew Arthur, a fellow at the Center for Immigration Studies, which supports immigration restrictions. “It’s a lot more of an open legal question than most people think.” Some proponents of immigration restrictions have argued the words “subject to the jurisdiction thereof” in the 14th Amendment allows the U.S. to deny citizenship to babies born to those in the country illegally. Trump himself used that language in his 2023 announcement that he would aim to end birthright citizenship if reelected. Trump wasn't clear in his Sunday interview how he aims to end birthright citizenship. Asked how he could get around the 14th Amendment with an executive action, Trump said: “Well, we’re going to have to get it changed. We’ll maybe have to go back to the people. But we have to end it.” Pressed further on whether he'd use an executive order, Trump said “if we can, through executive action." He gave a lot more details in a 2023 post on his campaign website . In it, he said he would issue an executive order the first day of his presidency, making it clear that federal agencies “require that at least one parent be a U.S. citizen or lawful permanent resident for their future children to become automatic U.S. citizens.” Trump wrote that the executive order would make clear that children of people in the U.S. illegally “should not be issued passports, Social Security numbers, or be eligible for certain taxpayer funded welfare benefits.” This would almost certainly end up in litigation. Nowrasteh from the Cato Institute said the law is clear that birthright citizenship can’t be ended by executive order but that Trump may be inclined to take a shot anyway through the courts. “I don’t take his statements very seriously. He has been saying things like this for almost a decade," Nowrasteh said. "He didn’t do anything to further this agenda when he was president before. The law and judges are near uniformly opposed to his legal theory that the children of illegal immigrants born in the United States are not citizens." A spokesperson for the company based in Santa Clara, California, said in an emailed statement that Nvidia is “happy to answer any questions regulators may have about our business.” In its most recent earnings release, Nvidia posted revenue of $35.08 billion, up 94% from $18.12 billion a year ago. The Cloverdale Community Association wants you to become a member. The CCA recently held its AGM and is now focused on growing its membership base. Stan Leyenhorst, elected as a member-at-large at the AGM, said in order for the association to have a representative voice for area residents, they need more people to join up. "We're trying to rebuild it at the moment and we want more members,” he explained. "That way we have a pulse of what people want.” The CCA was bigger in the past, but began to suffer a decline in membership before COVID. During COVID, the group's numbers were dramatically reduced. Leyenhorst, who’s new himself, said he’s spearheading a membership drive because he thinks there's a lot of value in having a strong voice for area residents. “I just like to be involved in my town,” he said. “And part of that is related to the new hospital, and Skytrain, and all the potential changes that are going on. So, how do we, as a town, influence what happens and at the same time try to maintain that Cloverdale feel?" In addition to being a part of the CCA, Leyenhorst is also a director with the BIA and a member of the Cloverdale Chamber. He noted as change has engulfed other towns and cities, some of those places have had their identities disappear as development has occurred. He doesn't want to see that happen to Cloverdale as it transforms, especially with the new hospital and the changes that will occur related to that. “If you aren't proactive, then you can see those things will happen here too,” Leyenhorst added. He said that's why it's important people join the CCA and have their concerns heard. He said the association needs input from residents to find out what they want and the CCA can approach the powers that be with one voice. "We need to be able to influence government decisions, on behalf of residents,” he explained. “The community association is grassroots, and I like grassroots groups because I learned long ago that the people on the ground know better what their needs are than the people up top.” Leyenhorst said with the CCA now representing Clayton Heights, the entire neighbourhood of Cloverdale, as defined by the City of Surrey, will have a voice in the association. In an effort to address this issue, among other funding activities and policy initiatives, the Government of Manitoba can be credited with implementing the Small Business Venture Capital Tax Credit Program (the “Program”). This innovative program offers eligible investors a 45% tax credit on taxes payable in Manitoba for investments made in approved small businesses in the province. Under the Program, each investor making the maximum investment allowed of $500,000 per eligible small business is entitled to a $225,000 tax credit. As the Program is effective for generating capital investment for Manitoba small businesses, we’ve observed its use among our clients continue to expand. The Program has two notable limitations, however, that likely make it inaccessible to most Manitoban investors: First, the eligible investors must either qualify as an accredited investor under applicable securities laws (they meet a prescribed income or financial asset threshold that would allow them to sustain risky investments), or qualify for another exemption under applicable securities laws, such as being a close friend, family member and/or business associate of an officer, director or founder of the issuer company. Second, the minimum investment under the Program is $10,000. An individual is an accredited investor if they earned over $200,000 net income, or $300,000 including their spouse’s income, in the two recent calendar years with the expectation of earning the same for the current year. They are also viewed as such if they have financial assets with an aggregate realizable value of more than $1 million, before taxes but net of any related liabilities. Financial assets are cash and securities and therefore, exclude the value of an individual’s house, cottage and other assets. According to Statistics Canada’s census data, in 2021, only 2.3% of Manitobans of working age earned more than $150,000. We thereby assume that the percentage of Manitobans that individually earn over $200,000 a year, or who have a household income of more than $300,000, is substantially lower. While securities laws are, in part, designed to protect people from high-risk and/or speculative investments that could be unsuitable, the current rules create a situation where highly educated, experienced and sophisticated investors are prohibited from taking advantage of offerings qualified and approved under the Program. There are two practical solutions that are potentially available: Implementing the self-certified investor exemption in Manitoba and allowing the self-certified investor exemption to be used concurrently with the Program and lowering the minimum investment in the Program from $10,000 to $5,000. The exemption was implemented on a trial-run basis in Alberta and Saskatchewan in 2021 and in Ontario in 2022. All three provinces have since extended these exemptions. The exemption allows issuers to raise capital without a prospectus from investors who may not meet the test to qualify as an accredited investor, subject to a number of technical requirements. In order to use the exemption, in Ontario, the investor must sign prescribed certificates to the issuer certifying that they possess certain knowledge, skills or experience, and they acknowledge that they have read and understood a regulated list of risks that are associated with investing. The issuer cannot know or would reasonably be expected to know that the statements made by the investor in the certificates are false. In Ontario, the exemption may also only be used for a maximum of $30,000, in the aggregate, in any and all businesses in Ontario in any 12-month period. To that end, the subscription agreement between the investor and the company for the investment must include a contractual representation from the investor to the company that the aggregate acquisition cost of the securities of all companies acquired by that investor in the preceding 12 months as a self-certified investor does not exceed $30,000. In Ontario, to be considered qualified under the self-certified exemption, investors need to have at least one of the following: • A designation as a Chartered Financial Analyst (CFA), Chartered Investment Manager (CIM), Chartered Business Valuator (CBV), Chartered Professional Accountant (CPA), Certified International Wealth Manager (CIWM) from the Canadian Securities Institute, or Certified Financial Planner (CFP) from FP Canada; • A Master of Business Administration (MBA) degree focused on finance, a finance degree or a business and/or commerce degree focused on finance or investment from a Canadian university or accredited foreign university; • Admitted to practice law and actively practises with at least one-third of the practice in securities law or mergers and acquisitions; • Passed the Canadian Securities Course Exam administered by the Canadian Securities Institute; • Passed the Exempt Market Products Exam administered by the IFSE Institute; • Passed the Canadian Investment Funds Course Exam administered by the IFSE Institute; • Passed the Investment Funds in Canada Course Exam administered by the Canadian Securities Institute; • Passed the Series 7 Exam administered by the Financial Industry Regulatory Authority in the United States; • Holds a financial planner or financial advisor credential from a credentialling body approved by the Financial Services Regulatory Authority of Ontario; or • Has management, policy-making, engineering, product or other relevant operational experience at a business that operates in the same industry or sector as the company that the investor wishes to invest in. As a result of this experience, the individual is able to adequately assess and understand the risk of investment in that company. There are some notable differences between the exemptions in Alberta and Saskatchewan and Ontario. We note that in Alberta and Saskatchewan: • The list of potential qualified investors in Saskatchewan and Alberta is smaller than Ontario; • There is a limitation on the exemption of $10,000 per year in any one single company in a year, provided that the $30,000 aggregate limitation and the $10,000 single company limitation does not apply if the company is listed on a Canadian stock exchange and that investor receives advice regarding suitability of the investment from a qualified advisor. • A distribution to anyone that is using the self-certified exemption must occur concurrently with a distribution to an accredited investor and the self-certified investor must have access to the same information about the distributed securities as any accredited investor. • In addition to the prescribed certificates certifying the investor’s eligibility and that the investor has read and understood the risks of investing, as in is the case in Ontario, in Alberta and Saskatchewan, investors must also provide to the issuer a statutory declaration in a prescribed form. The statutory declaration cannot be older than 36 months from the date of distribution and the issuer must hold a copy of that acknowledgement and statutory declaration for a period of 8 years after the distribution. • Special purpose vehicles may be considered self-certified investors if certain technical conditions are met. The self-certified investor exemption is designed to strike an appropriate balance between lowering the high barrier of entry for investors to participate in private placement offerings, while ensuring that those investors have the requisite knowledge, experience and skill to do so. If the Government of Manitoba and The Manitoba Securities Commission consider and deem the self-certified exemption to be appropriate for Manitoba, they could adopt either of the existing models or take a customized approach. A Romanian hard-right NATO critic and leftist Prime Minister Marcel Ciolacu are neck and neck after the first round of presidential elections, in a shock result threatening Romania's staunchly pro-Ukraine stance. However, ballots from the sizeable Romanian diaspora, which are not included in the main tally on Sunday, show centre-right politician, Elena Lasconi, 52, first with 33.4 per cent and Georgescu second. Romania's president has a semi-executive role with control over defence spending - likely to be a difficult issue as Bucharest comes under pressure to uphold NATO spending goals during Donald Trump's second term as US president while trying to reduce a heavy deficit. Lasconi told supporters after exit polls were released giving her a small lead over Georgescu, with Ciolacu in first place, that she was optimistic about making the runoff. "But as you can see, the results are very tight, let us wait until tomorrow's results to rejoice." Campaigning focused largely on the soaring cost of living, with Romania having the EU's biggest share of people at risk of poverty. Georgescu is a former prominent member of the hard-right Alliance for Uniting Romanians party. In his first public words since a five-day search ended with his arrest at a McDonald’s in Pennsylvania, Luigi Nicholas Mangione emerged from a patrol car shouting about an “insult to the intelligence of the American people” while deputies pushed him inside a courthouse. The 26-year-old Ivy League graduate from a prominent Maryland real estate family is fighting attempts to extradite him to New York so that he can face a murder charge in the Manhattan killing of Brian Thompson, who led the United States’ largest medical insurance company. Related Story: Mangione Carrying Handwritten Document Expressing Anger A law enforcement bulletin obtained by The Associated Press said that at the time of his arrest, Mangione was carrying a handwritten document expressing anger with what he called “parasitic” health insurance companies and a disdain for corporate greed and power. He wrote that the U.S. has the most expensive health care system in the world and that profits of major corporations continue to rise while “our life expectancy” does not, according to the bulletin. In social media posts, Mangione called “Unabomber” Ted Kaczynski — who carried out a series of bombings while railing against modern society and technology — a “political revolutionary,” according to the police bulletin. Mangione remained jailed in Pennsylvania, where he was initially charged with possession of an unlicensed firearm, forgery and providing false identification to police. Manhattan prosecutors were beginning to take steps to bring Mangione to New York, but at a brief hearing Tuesday, defense lawyer Thomas Dickey said his client will not waive extradition and instead wants a hearing on the issue. Mangione was denied bail after prosecutors said he was too dangerous to be released. Images of Mangione released Tuesday by Pennsylvania State Police showed him pulling down his mask in the corner of the McDonald’s while holding what appeared to be hash browns and wearing a winter jacket and beanie. In another photo from a holding cell, he stood unsmiling with rumpled hair. Mangione Carrying Gun, Fake ID New York police officials have said Mangione was carrying a gun like the one used to kill Thompson and the same fake ID the shooter had used to check into a New York hostel, along with a passport and other fraudulent IDs. A law enforcement official who wasn’t authorized to discuss the investigation publicly and spoke with The Associated Press on condition of anonymity said a three-page, handwritten document found with Mangione included a line in which he claimed to have acted alone. “To the Feds, I’ll keep this short, because I do respect what you do for our country. To save you a lengthy investigation, I state plainly that I wasn’t working with anyone,” the document said, according to the official. It also said, “I do apologize for any strife or traumas but it had to be done. Frankly, these parasites simply had it coming.” Thompson, 50, was killed last Wednesday as he walked alone to a Manhattan hotel for an investor conference. Valedictorian at his elite Baltimore prep school, he went on to earn undergraduate and graduate degrees in computer science in 2020 from the University of Pennsylvania, a spokesperson said. “Our family is shocked and devastated by Luigi’s arrest,” Mangione’s family said in a statement posted on social media late Monday by his cousin, Maryland Del. Nino Mangione. “We offer our prayers to the family of Brian Thompson and we ask people to pray for all involved.” From January to June 2022, Luigi Mangione lived at Surfbreak, a “co-living” space at the edge of touristy Waikiki in Honolulu. Like other residents of the shared penthouse catering to remote workers, Mangione underwent a background check, said Josiah Ryan, a spokesperson for owner and founder R.J. Martin. “Luigi was just widely considered to be a great guy. There were no complaints,” Ryan said. “There was no sign that might point to these alleged crimes they’re saying he committed.” At Surfbreak, Martin learned Mangione had severe back pain from childhood that interfered with many aspects of his life, from surfing to romance, Ryan said. Mangione left Surfbreak to get surgery on the mainland, Ryan said, then later returned to Honolulu and rented an apartment. Martin stopped hearing from Mangione six months to a year ago.

By Leah Nylen and Jaewon Kang | Bloomberg A judge blocked Kroger Co.’s $24.6 billion acquisition of Albertsons Cos. , finding the takeover would lessen competition for US grocery shoppers, in a ruling that marks a likely death knell for the deal. In a decision filed in Oregon federal court Tuesday, US District Judge Adrienne Nelson found in favor of the US Federal Trade Commission. The agency had argued that the proposed tie-up violates US antitrust law and that a division of hundreds of stores to C&S Wholesale Grocers Inc. wouldn’t do enough to replace the lost competition. Also see: Biggest question from Kroger-Albertsons trial: What’s a grocery store? “There is ample evidence that the division is not sufficient in scale to adequately compete with the merged firm and is structured in a way that will significantly disadvantage C&S as a competitor,” Nelson wrote. “The deficiencies in the disvestiture scope and structure create a risk that some or all of the divested stores will lose sales or close, as has happened in past C&S acquisitions.” Nelson’s decision is a major victory for the FTC and its outgoing Chair Lina Khan, who came under harsh criticism from conservatives and business groups for stepped-up antitrust enforcement under the Biden administration. “Today’s win protects competition in the grocery market, which will prevent prices from rising even more,” said FTC spokesperson Douglas Farrar. “This statement makes it clear that strong, reality-based antitrust enforcement delivers real results for consumers, workers, and small businesses.” Also see: Albertsons would have shed these 63 California stores A C&S Wholesale spokesperson said the company is disappointed by the court’s decision and that it looks forward to seeing how Kroger and Albertsons will determine the next steps of the proposed deal. Kroger and Albertsons didn’t immediately respond to requests for comment. Attorneys for the companies have said the acquisition would probably be called off if the judge ruled against the deal. Kroger shares jumped as much as 6.1% in New York trading on Tuesday, extending earlier gains. Albertsons slumped as much as 10%. Specific Market Nelson agreed with the FTC that supermarkets constitute a specific market, countering the companies’ argument that the market extends to online retailers like Amazon.com Inc. “Supermarkets are distinct from other grocery retailers,” Nelson wrote. “Supermarkets offer a larger selection of fresh and non-perishable items, a one-stop shopping experience that appeals to a particular consumer’s preference to meet all their grocery needs in one location, and a customer service focus with deli, bakery, meat, and other specialized departments.” The ruling marks a disappointing end to a two-year odyssey by Kroger and Albertsons, which sought to become a bigger player with a more substantial national footprint to better compete against larger, non-unionized rivals including Walmart Inc. Kroger and Albertsons agreed to combine in October 2022 in what would have been the biggest US grocery deal in history, bringing together more than 4,000 stores across 48 states and Washington, DC. Kroger will likely turn its focus back to improving and investing in its existing network of about 2,750 stores. Albertsons, on the other hand, could emerge again as a deal target, but is expected in the near term to invest in its roughly 2,270 stores and technology. The proposed deal has been a political hot potato, drawing pushback from elected officials, union groups and consumer advocacy firms. The companies vowed to spend $1 billion to cut prices, $1.3 billion to improve store conditions and $1 billion to raise worker wages and benefits following the deal. The FTC has increased antitrust enforcement under the Biden administration, though the results in court have been mixed. The FTC lost a challenge to Microsoft Corp.’s acquisition of Activision Blizzard Inc. and won against Illumina Inc. over its purchase of startup Grail and against Tapestry Inc.’s planned $8.5 billion acquisition of Capri Holdings Inc. Arguments The companies and the agency fought their case in court for three weeks over the summer in Oregon, as grocery inflation came back into the political spotlight ahead of the US presidential election. Grocery inflation hit a four-decade high in 2022 due to higher costs of labor, transportation and ingredients. Price increases have moderated and are expected to stay within historical ranges, though many American shoppers still say expensive groceries continue to squeeze their ability to spend. The FTC argued that the deal would harm consumers by eliminating competition on prices and quality, making the combined entity less likely to improve its services by offering flexible hours and pickup services. It said the grocers would have more leverage over workers, which would slow wage growth and worsen benefits, and that the proposed divestiture would be inadequate. The agency tried to depict Kroger and Albertsons as the most direct competitors. It said the deal would combine the two largest “traditional supermarkets” in a market that includes Walmart and Target, but does not include Amazon, Costco, Aldi and dollar stores. The companies argued that such a definition is “antiquated” and no longer describes how people shop and pointed to various changes they have made in response to newer threats. The grocers also said joining forces would help them increase market share and improve technology to compete with Amazon, Walmart and other companies. The case is Federal Trade Commission v. Kroger Co., 24-cv-00347, US District Court, District of Oregon (Portland). Russia has extremely high interest rates for loans and many Russians have almost no cash savings, although the proportion of home owners is relatively high. "Previously (for those fighting) there was only provision for taking repayment holidays on loans," Sergei Krivenko of advocacy group Citizen Army Law told Vazhniye Istorii Telegram channel. In the wake of the Assad regime’s collapse , Israel did the world a major service. Over the past few days, the Israeli Air Force struck dozens of alleged Syrian chemical weapons sites to prevent these capabilities from falling into the hands of potential terrorists. Israeli Foreign Minister Gideon Saar announced on Monday, “We attacked strategic weapons, the residual chemical weapons capabilities, long-range missiles and rockets, so they won’t fall into the hands of radicals.” The United States, apparently content to let Jerusalem handle this critical military task while it struck Islamic State targets in Syria, must now help finish the job. With a bit of luck, diplomacy will be sufficient, but the effectiveness of talking likely depends on speaking softly while carrying a big stick. The priority for Washington is to pressure Hayat Tahrir al-Sham (HTS) — the power behind Syria’s new governing authority — to let international inspectors in and certify Damascus’ chemical weapons are verifiably eliminated. HTS is a US- and UN-designated terrorist organization that is an offshoot of al-Qaeda, so more than a little caution is in order. A US official told Axios on Sunday that Washington believes it has “good fidelity” on Syria’s chemical weapons inventory, and that these capabilities are not currently at risk for acquisition by non-state groups. To the end, the Assad regime possessed a robust stockpile of chemical weapons, along with chemical agents, precursors, and associated research capabilities, munitions, storage, and testing sites. They could use them in attacks, pass them to allies for use abroad, or sell the weapons to other groups. Washington, which has initiated communications with HTS through intermediaries such as Turkey, must now pressure HTS to follow through on its pledges if Syria is to receive any form of American sanctions relief or assistance. The HTS-backed government desperately needs both things. Thirteen years of civil war reduced the economy to rubble. If sanctions remain in place, reconstruction will be extraordinarily difficult. The United States must also insist that HTS ensure OPCW inspectors remain safe . The findings of OPCW investigations , as well as new documentation that may come to light, will help ensure Syria’s chemical weapons assets are fully destroyed and dismantled and related evidence can be used to initiate prosecutions against those responsible for using them on Assad’s behalf. To apply companies would have to have independent assessments of their automated vehicle safety processes, and there would be requirements to report crashes and other problems with the vehicles. Companies would have to give NHTSA information and data on the safety of the design, development and operations of the vehicles. The agency would decide whether to accept companies into the program. But auto safety advocates say the plan falls short of needed regulation for self-driving vehicles. For instance, it doesn't set specific performance standards set for the vehicles such as numbers and types of of sensors or whether the vehicles can see objects in low-visibility conditions, they said. “This is a big bunch of nothing,” said Missy Cummings, director of the autonomy and robotics center at George Mason University and a former safety adviser to NHTSA. “It’ll be more of a completely useless paperwork drill where the companies swear they’re doing the right thing.” Michael Brooks , executive director of the nonprofit Center for Auto Safety, said one of the few good things about the plan is that companies will have to report data on crashes and other problems. There have been reports that the Trump administration may want to scrap a NHTSA order that now requires autonomous vehicle companies to report crashes to the agency so it can collect data. A message was left Friday seeking comment from the Trump transition team on crash reporting requirements. Brooks said the incoming administration probably will want to put out its own version of the guidelines. NHTSA will seek public comment on the plan for about 60 days, then the plan would have to wind its way through the federal regulatory process, which can take months or even years. “It is important that ADS (Automated Driving System) technology be deployed in a manner that protects the public from unreasonable safety risk while at the same time allowing for responsible development of this technology, which has the potential to advance safety,” the proposed rule says.
